Creating a planning pathway to net-zero buildings

 Improving the environmental performance of buildings is critical to meet NSW and local government targets to be net zero emissions by 2050.

Energy use in buildings continues to be the largest contributor to greenhouse gas emissions in Greater Sydney. To support the transition to net-zero energy, the City is developing performance standard pathways to high performing net-zero energy buildings for use in planning controls.

The pathways will provide a framework for improved energy performance standards in new office, multi-unit residential, hotel, shopping centre and mixed-use developments and major refurbishment projects in Greater Sydney. This project builds on the work of the 2 stakeholder forums held in 2018.

2018 and 2020 stakeholder forums

In 2018, the City partnered in 2 forums for industry and government to identify issues and opportunities to transition to net-zero energy developments through land-use planning.

Forum participants identified how to best support the NSW Government's target for net zero emissions by 2050 and the objectives of the Greater Sydney Region Plan and Resilient Sydney – a strategy for city resilience 2018.

A third forum is proposed for early 2020, where stakeholders will come together to finalise the performance standard pathways to high performing net-zero energy buildings.

Current project status

The City is continuing to collaborate on preparing performance standard pathways, working with forum partners and other stakeholders.

We've set up a Planning Leadership Advisory Group with industry and government to get advice and input.

We also want to hear from other relevant stakeholders about risks, issues and opportunities as the project progresses.
