This is a guide for non-residential business owners, occupiers and rate-paying lessees who may be entitled to vote at City of Sydney local government elections.
The non-residential register contains the details of people who may be entitled to vote as non-residents at City of Sydney local government elections.
This includes owners, occupiers and rate-paying lessees of rateable property in the City of Sydney local area who don’t live in the city.
NSW Government changes to the City of Sydney Act 1988 made it compulsory for us to maintain this register and for anyone who meets the eligibility criteria to give their details to us when requested. This requirement is different in other council areas.
At election time, we use the register to produce electoral rolls of entitled non-residents. The NSW Electoral Commission verifies these rolls to ensure individuals on it are entitled to vote. The commission then includes them on the authorised roll of residents and non-residents to be used for that election.

Developing the non-residential register
In August 2015, Council unanimously endorsed a detailed methodology and program plan to guide the development of the non-residential register.
In September 2017, Council endorsed an updated methodology and plan to guide the maintenance of the non-residential register up to the next City of Sydney local government election which will be held on Saturday 4 September 2021.
A total of 22,972 non-residential voters were verified by the NSW Electoral Commission to vote at the 2016 City of Sydney election held on 10 September 2016. Our fact sheet provides information about the 2016 non-residential rolls.
