Development contribution plans
Some developments may require a financial contribution towards the cost of new and upgraded amenities for the people who will live and work in the development.

Important note
The Redfern-Waterloo Authority contributions plan 2006 was repealed by the NSW Government on 2 March 2023. The City of Sydney development contributions plan 2015 now applies where the Redfern-Waterloo contributions plan 2006 previously applied.

Affordable housing contributions
Some development in Green Square, Ultimo/Pyrmont (City West) and the Employment Lands may require a contribution towards the cost of providing affordable housing.
Providing affordable housing is a key focus of the City’s long-term development strategy for these 3 areas. The redevelopment of these areas has increased land values, which has increased the cost of buying or renting homes, making them beyond the reach of low to moderate income households.
Providing affordable housing ensures people living in low to moderate income households can continue to live and work in the city.
